Stephen CutlerDirector of Business Development
Stephen Cutler is the Business Development Director of Pacific Strategies and Assessments Inc. PSA is a business risk assessment, government relations, public affairs, and business facilitation consulting firm specializing in business solutions and corporate advisory services throughout South and East Asia.
Before joining, PSA, Mr. Cutler is a former Federal Bureau of Investigation executive. As an executive of FBI, he was assigned in different countries such as Hongkong, the Baltic States and to INTERPOL, and a short term assignment in Moscow, Kiev, and Warsaw. Experience in FBI also includes personnel, budget and resource management; conducted and supervised complex investigations specializing in integrity and public corruption cases, including five years as head of all FBI operations in the Philippines. He also became the Chief Executive Officer of a company dealing with satellite based communications systems; a Senior Advisor focusing on anti-money laundering, terrorist financing for an infrastructure development financing company and Director of Trinity Training Center & Psychological Services. He also served as Chief Executive Officer of a U.S. publicly listed development phase software company in the payment/banking industry.
Mr. Cutler currently lectures as a visiting scholar in Philippine College of Criminology, Manila , Philippines taking up PhD in Criminology. He holds a Master of Arts in Administration of Justice from Wichita State University in 1981, Wichita, Kansas, USA and received a Bachelor of Arts Degree in Political Science from Rockhurst College in 1978, Kansas City, Missouri , USA.
