Sebastian Siga-anManager of Security Services
Sebastian “Steve” Siga-an is the Manager of Security Services of Pacific Strategies and Assessments (PSA) Manila Office and concurrently the security consultant/manager (as a seconded officer) at Fluor Daniel Philippines, a FORTUNE 500 company that is ranked #1 in FORTUNE magazine's “Engineering, Construction” category of America's largest corporations.
Before joining PSA in 2007, he spent more than 29 years as an active officer in the Armed Forces of the Philippines and held the rank of a navy Captain when he optionally retired that same year.
Steve graduated in 1983 with a Bachelor of Science degree from the Philippine Military Academy, he served with the navy for more than 12 years as line and staff officer in the following areas: naval operations against piracy, smuggling, insurgency and secessionism in Western Philippines; policy planning; resource management; personnel management; and leadership training. He also served for six years in the Department of National Defense as Special Military Assistant and Head of Security of the Office of the Assistant Secretary for Comptrollership. He was also the Assistant Director of the Defense Modernization Office under the Office of the Undersecretary for Plans and Operations in 2002-2005.
He course directed three (3) classes of the AFP Command and General Staff Course at AFP Command and General Staff College while assigned as faculty and Group Commander. He taught crisis management and military operations planning to senior level officers for both Filipino and foreign students. Steve earned his Master in technology management degree from the University of the Philippines, Diliman and Master in Management degree from the Asian Institute of Management where he wrote a thesis entitled: “A Strategy for Naval Shipyard (NAVSHIP)”. He is a graduate of the AFP Command and General Staff Course (Graduate with Honor); Naval Command Staff Course (Graduate with Distinction), Operations Research and Statistical Analysis at the US Army Logistics Management College in Fort Lee, Virginia, USA; Security Executive Course at Asia Pacific Center for Security Studies in Hawaii, USA; and Faculty Development Course at Defense Information School in Ft. Harrison, Indiana, USA.
He has attended several trainings and seminars related to corporate security management such as: Maritime Transport Security Officers Course for CSO, SSO, and PFSO under the Philippines (Office for Transportation Security, DOTC) Australia (Department of Infrastructure, Transport, Regional Development and Local Government) Port Security Capability Building Project; American Society of Industrial Security (ASIS), among others.
He is a recipient of numerous awards and commendations such as: Outstanding Achievement Medal (OAM) awarded by DND Secretary in 2005, military merit medals, military commendation medals, plaques and letters of commendations.
