Scott HarrisonManaging Director
Scott Harrison is the founder and managing director of Pacific Strategies and Assessments (PSA) Limited (H.K.), Pacific Strategies and Assessments (PSA) Incorporated (B.V.I.) and Pacific Strategies and Assessments (PSA) Philippines Inc. All three companies form an international consultancy with offices located in Hong Kong, Shanghai, Manila and Bangkok. He brings a wealth of intelligence and security expertise to the firm, developed over a long and distinguished career with the US Central Intelligence Agency (CIA).
Before founding PSA in late 1999, Mr. Harrison pursued a 30-year career in Asian and African foreign policy and national security affairs with the CIA. A longtime Asia resident, he has served in US embassies in Laos, Thailand, the Philippines, Malaysia, and China. In total, he spent 24 years' service living in Asia and Africa.
During this time, he held a number of executive positions in operations, and served as overseas chief of station and deputy chief of station on several occasions. He was vice chairman of an executive panel tasked to review CIA counter-narcotics strategies for Asia and performed an emergency two-month national security assignment to a Central Asian Republic.
Before retiring, Mr. Harrison was a Program Manager in the Central Intelligence Crime and Narcotics Center, where he co-directed the consolidated efforts of 15 federal law enforcement and intelligence community agencies targeting international heroin-trafficking organizations. Previously, he led three political fact-finding missions to Yugoslavia in 1997/1998.
His outstanding service to the US government is reflected in the awards he received over the course of his career. These include the CIA Career Intelligence Medal (1999); four CIA Exceptional Performance Awards (1990-1994); a Meritorious Unit Citation for the resolution of Prisoner-of-War/Missing in Action (POW-MIA) issues before the US Congress (1994); and a United States Marine Corps (USMC) Ceremonial Sword (1984).
During his Asian tour of duty, he received a US Army Medallion of Appreciation for election monitoring support to UN-supervised presidential elections in Cambodia (1993); and plaques of appreciation from the Royal Malaysian Police, Malaysian Defense Ministry, and the Office of the Malaysian Prime Minister (1990). In recognition of his contribution to US-China relations, the People's Republic of China awarded him a Medallion of Appreciation (1997).
Mr. Harrison is also the recipient of a Meritorious Unit Citation for crisis reporting from the Horn of Africa (1992) and a Presidential Superior Honor Award for support rendered to the exodus of Falasha Jews from Ethiopia (1992).
Mr. Harrison has completed several executive courses in intelligence, foreign policy, and international affairs. These include the FBI Academy Leadership Seminar for Senior US Government Law Enforcement & Intelligence Community Officials (1999); Harvard University's Foreign Policy Seminar for Senior Government Officials (1994); and the University of Virginia & American University graduate school extension courses in International Relations in Washington D.C. (1969). He holds a Bachelors degree in International Relations from Florida State University (1967) and a Masters degree in Diplomatic & 20th Century History from the same institution (1969).
